Should the planning industry of photovoltaic over 20GW return to the west?

In recent years,the expansion of manufacturing industry is almost in the western provinces of Xinjiang,Inner Mongolia,Sichuan and other provinces with low price and labor cost;

According to the plan issued by each province in the near future,in the next few years,21gw photovoltaic bases have been planned in Qinghai,Sichuan,Shaanxi,Ningxia,Xinjiang and other western provinces;

I.from 2013 to 2019,the West will move to the East!

1.Photovoltaic power station,always from west to East

Before 2013,China has been implementing the national unified photovoltaic benchmark price,which is 1.15 yuan/kWh and 1 yuan/kWh respectively.

In this case,the western province with abundant solar energy resources and good construction conditions is obviously the preferred area for photovoltaic project investment!

We can see it by comparing the installed capacity data of five provinces in the East and the West!

Five eastern provinces:Shandong,Hebei,Henan,Anhui and Zhejiang

Five western provinces:Qinghai,Xinjiang,Gansu,Inner Mongolia and Ningxia

As early as the end of 2013,the cumulative installed capacity of these ten provinces is as follows.

According to the latest data of national energy administration,by the end of September 2019,the cumulative installed capacity of these ten provinces is as follows.The distribution of photovoltaic projects in China is more uniform,while the proportion of the five western provinces with poor absorption capacity has dropped from 78%to 26%.

2.The eastern part is an important photovoltaic manufacturing town.At the same time,Jiangsu and Hebei in the eastern part,as important photovoltaic towns,have an unshakable position in the industry.Take Jiangsu Province as an example,according to the statistics in July 2017:

A total of 244 enterprises were listed in the list of enterprises in line with the"photovoltaic manufacturing industry standard conditions"issued by the Ministry of industry and information technology,while there were 89 enterprises in Jiangsu,accounting for 36.5%!And it covers the whole industrial chain.Jiangsu Province is the province with the most complete photovoltaic industry and the largest number of enterprises in China.

According to the statistical data of China Photovoltaic Industry Association,in 2016,the production capacity and output of Jiangsu Province are far ahead in China.

Polysilicon link:the output is 70000 tons,accounting for 36%of the national total;

Wafer link:the output is 7.37 billion,accounting for 46%of the national total;

Battery chip link:capacity 25.8gw,output 22.6gw,accounting for 41%and 44%of the national total respectively;

Component link:the production capacity is 34gw,and the production capacity is 23.9gw,accounting for 48%and 41%of the national total respectively.

As can be seen from the above data,Jiangsu almost occupies half of China's photovoltaic manufacturing industry!

II.Will photovoltaic return to the West in the future?

1.Manufacturing industry,first of all,returns to the West

Nowadays,every photovoltaic manufacturing industry is facing huge cost reduction pressure.The low price of electricity and labor cost in the West are very attractive to the photovoltaic industry with the increasing degree of automation!Below is a picture made by Secretary General Wang Bohua at the beginning of 2018 when reviewing the industry in 2017.At that time,part of the power consuming links had been transferred to the northwest and southwest provinces.

In 2019,the new production capacity of enterprises will be put in the west,which is more and more obvious.

In the silicon material link,Xinjiang has always been the investment hotspot of enterprises.Poly GCL,Daquan,Xinte,Dongfang hope and other first-line polysilicon enterprises are all located in Xinjiang.Yongxiang's expansion is in Inner Mongolia and Sichuan.

In the silicon link,the production of crystalloideae has been greatly expanded in Sichuan and Xinjiang,Longji in Yunnan,and Zhonghuan in Inner Mongolia.

2.Ultra high voltage makes it possible for the power station to return to the West!

The west is rich in solar energy resources.In Qinghai and the west of Inner Mongolia,the number of full hours can easily reach more than 1800 hours,or even more than 2000 hours;almost twice as much as in eastern Zhejiang Province!In the past few years,it has been restricted by consumption,and the speed of new installation has slowed down significantly.Since last year,the construction of UHV transmission lines has allowed these provinces to start planning large photovoltaic bases.

1)Qinghai Henan UHV:3gw photovoltaic!

The±800kV high-pressure transmission channel from Qinghai to Henan is the world's first 100%clean energy transmission demonstration channel,and the world's first 10 million kilowatt class water,light and wind multi energy complementary demonstration project.The project strives to connect Qinghai section of the whole line by the end of 2019,and plans to conduct trial operation in June 2020.The construction scale of the first phase of the new energy project supporting the UHV base is 3gw photovoltaic and 2gw wind power on the AC side,and the photovoltaic project is expected to be connected to the grid by 930 in 2020.

In July 2019,the Ministry of ecological environment approved the environmental impact report of Yazhong Jiangxi±800kV UHVDC transmission project.The project is mainly to build a new±800kV transmission terminal converter station,which is located in Liangshan Prefecture,Sichuan Province.As early as may 2019,Sichuan Provincial Energy Bureau has started planning photovoltaic bases in four Western Sichuan States,with 1-3 bases arranged in each state,each with a scale of more than 1GW and less than 20GW(equivalent to 20GW for 500km2).In this way,the scale of supporting photovoltaic bases in Sichuan Province is more than 4gw,or even more than a dozen gigawatts.

3)Shaanxi Hubei UHV:3gw photovoltaic!

In January 2019,the reply of the national development and Reform Commission on the approval of±800kV high voltage DC transmission project from northern Shaanxi to Hubei made it clear that it is planned to equip 8GW thermal power and 6Gw new energy by comprehensively considering the power balance and peak load regulation balance of the power grid of the channel,the power transmission capacity of the channel,the power rejection rate of new energy and the utilization hours of thermal power.
